Why Do Blocked Calls Go to Voicemail on Android?
Because stopping the phone from ringing and stopping carrier voicemail are two different jobs. Android, your Phone app, visual voicemail, and your mobile carrier can each handle a rejected call differently.
The short answer
A device can reject or silence an incoming call, but the carrier may still forward the unanswered or rejected call to voicemail. Google says blocked callers cannot leave voicemail when visual voicemail is enabled in supported Phone by Google setups. Samsung separately advises users to contact their carrier to block voicemail from specific callers. Both statements can be true because the result depends on the phone and carrier combination.

A number blocked in the dialer is automatically declined, but the call-log and voicemail result varies.

A user-selected screening app can allow, silence, or disallow an incoming call before it rings.

Block mode versus Silence mode
